Vernon was born August 9, 1918, near Arcadia, Iowa, in Carroll County, the son of Henry P. F. and Celia (Bauer) Peters. He attended schools near Arcadia and Westside, graduating from High School in Westside in 1935.

He was united in marriage to Viola Groen on June 27, 1940. They operated a café in Westside until 1942, when he enlisted in the Army Air Force, serving until 1946 during World War II. He owned and operated a Phillips 66 gas station in Westside until 1951. He then purchased the Hardware Store in Wall Lake, which he owned and ran until 1974, after which he was city electrician for Wall Lake for eleven years, until he retired.

Vernon was very active in the community especially his church and in Twilight Acres Nursing Home which he founded and served as President of the Board from 1961 through 1996. He was so proud of that endeavor, where he spent many years as a volunteer. He also established the bowling alley and medical clinic. He served on the Farm Festival Board many years and was chairman and King of the Wall Lake Centennial. Vernon was a member of Peace Lutheran Church in Wall Lake where he served as elder, trustee, secretary, president, finance secretary, stewardship committee, delegate to conventions, and Sunday school teacher. He was baptized and confirmed at Zion Lutheran Church in Arcadia.

Vernon enjoyed all sports, especially golf, where he made two holes in one and bowling where he had a 300 game in 9-pin bowling.
